The development marks a notable turn in Somalia’s political and security landscape, with the meeting took place on the sidelines of the AfDB Annual Meetings in Brazzaville, Republic of Congo, where African leaders and financial institutions are discussing the continent’s economic outlook amid rising debt pressures, climate challenges and growing calls for infrastructure financing.

According to officials privy to the meeting, discussions centred on Somalia’s ongoing economic reforms, investment opportunities and the role of international financial institutions in supporting the country’s reconstruction after decades of instability. Minister Bihi Egeh said the Federal Government remains committed to fiscal reforms, improving financial transparency and creating an environment capable of attracting both regional and international investors.

“Somalia is making steady progress towards economic stability and institutional rebuilding,” officials quoted the minister as saying during the talks. The discussions also focused on expanding infrastructure projects and creating jobs for Somalia’s youthful population, with the government increasingly presenting economic development as a key pillar in its wider state-building agenda.

For his part, Dr Sidi Ould Tah reaffirmed the African Development Bank’s commitment to supporting Somalia’s development priorities, particularly in infrastructure, economic resilience and regional integration. The meeting comes as Somalia continues to rebuild relations with major international lenders following its landmark debt relief agreement under the Heavily Indebted Poor Countries (HIPC) initiative reached in 2023.

That breakthrough allowed Somalia to re-engage with global financial institutions after years of isolation caused by civil war and institutional collapse. In recent years, the Federal Government has intensified reforms aimed at strengthening domestic revenue collection, modernising public finance systems and improving investor confidence, despite ongoing security threats from Al-Shabab militants and recurring climate shocks including drought and floods.

The episode underscores the continuing pressure on Somali institutions as the federal government and regional authorities seek to balance security operations with political stability and public confidence.
