    Somalia’s civil-service reform drive is moving from payrolls and procedures to the culture inside government offices.

    The National Civil Service Commission and the Federation of Somali Trade Unions have launched a nationwide campaign aimed at making public workplaces safer, more professional and more accountable. The opening phase brought more than 50 federal officials together for three days of training on ethics, gender equality, occupational safety and the prevention of violence and harassment.

    That agenda may sound administrative, but it goes to the core of whether Somalia’s institutions can deliver. A government can modernize its systems and still fail if employees face misconduct, weak grievance mechanisms or offices where professional standards are not enforced.

    Deputy Labour Minister Amina Hussein Ali framed respectful workplaces as a public-service issue, not merely an employee benefit. Civil Service Commission Chair Hassan Abshirow Mohamed made the same case from an institutional angle, arguing that technical competence matters little without integrity and accountability. FESTU Secretary General Omar Faruk Osman emphasized worker protections.

    The initiative follows an assessment that found gaps in conduct rules, complaint procedures and safeguards against workplace abuse. Organizers now plan to expand training and awareness work across federal institutions.

    The programme is backed by the Finance Ministry through the World Bank-funded Recurrent Cost and Reform Financing initiative. That support links workplace reform to a wider international effort to strengthen the Somali state.

    The test will be implementation. Training can establish expectations; only enforcement can change behavior. For a government trying to rebuild public confidence, the quality of life inside its own institutions is becoming part of the credibility test.
