The competition to mine helium-3 on the Moon matters less because the resource is immediately profitable than because it reveals a larger weakness in American industrial policy: strategic technologies are advancing without a durable system for financing them at national scale.
Helium-3 is scarce on Earth and has potential uses in specialised cooling, research and future fusion systems. Private companies are developing lunar prospecting and extraction concepts, while other space powers are treating access to extraterrestrial resources as part of long-term economic strategy.
The United States still holds major advantages in launch services, private capital and space technology. But those strengths are dispersed. Firms such as Interlune are building harvesting prototypes and signing prospective supply agreements, while fusion developers are investing in reactors that may eventually increase demand for scarce isotopes.
The policy debate increasingly turns to whether Washington needs a sovereign wealth fund or comparable public investment vehicle. Supporters argue that resource revenues and federal assets could be used to back infrastructure, critical minerals, advanced energy and space projects that require patient capital.
Opponents question whether such a fund would become politicised, duplicate private markets or expose taxpayers to speculative ventures. Those concerns are serious, particularly in a field where commercial timelines are uncertain and some claims about fusion demand remain unproven.
Yet strategic competitors are not waiting for perfect economics. China and other states use public finance to build industrial capacity, secure supply chains and absorb early losses.
A US lunar-resource strategy therefore needs more than ambitious companies and NASA contracts. It requires clear property rules, procurement commitments and financing that can survive election cycles.
Helium-3 may or may not become the commodity that transforms energy. The more immediate question is whether the United States can organise capital around long-horizon technologies before competitors turn state-backed patience into market power.
